This framework provides a single, secure platform enabling ministries and agencies to share, cross-reference, and verify damage assessment data instantaneously during times of crisis.
Addressing Past Challenges with New Technology
The development of GeoConnect was directly prompted by the devastating impact of Category Five Hurricane Melissa in October 2025. The platform, which was developed by the National Spatial Data Management Branch within a Ministry portfolio agency, is designed to mitigate risks identified in previous audits regarding benefit duplication. Permanent Secretary Arlene Williams highlighted that the system allows officials to match beneficiary records across different platforms using unique taxpayer registration numbers (TRN), location data, and assessment details.
Key Functions of the GeoConnect Platform
The primary function of the platform is ensuring the integrity and transparency of public aid distribution. By centralizing sensitive information, GeoConnect performs several critical checks to prevent misuse of resources:
- It flags overlapping submissions from different agencies.
- It detects instances of benefit duplication among recipients.
- It supports transparent allocation of public funds based on verified needs.
Mrs. Williams emphasized that while the platform identifies previous benefits, this does not automatically disqualify beneficiaries from receiving further support. Instead, the type and scale of any additional assistance provided are determined by the level of aid already delivered to the individual.
Establishing a Robust Legal Governance Structure
The implementation of GeoConnect marks a significant milestone for Jamaica, as it is the first time the government has deployed a multi-agency geospatial data governance arrangement of this nature. The MOU, along with accompanying data sharing and processing agreements, ensures that the platform operates under the full authority of the Data Protection Act. This legal foundation establishes clear roles, accountability, and necessary safeguards for all participating agencies.
